He is who. （彼は「誰」です）が疑問文になると Is he who? さらに who が文頭に出て Who is he? となる.
相手に面と向かって Who are you? （お前は誰だ?）と言うのは失礼になるので, What is your name, please? とか May I have [ask] your name, please? などという.
